They never shot at any of my immobilised or entangled soldiers. So either something is wrong with your game, or it only happens on legendary in which case it won't matter.
It's actually more unrealistic to have 100% hit chance on objects. We need a "Aim De-assist vs Objects" mod.

Advent and Aliens have a tendency to shoot immobilized XCOM soldiers or soldiers blocked by Vipers. It might help Advent more than XCOM.
