Well, a contract cooldown might be the most reasonable explaination. While there is no AI empire that does change its status, there is at least one subsidary/vassl nation in the galaxy.
Or the mod solves an economy modifier error.

That probably means that something was trying to call a modifier that didn't exist on that day. While the vassal problem was the most prominent, this patch does fix the overall economy file, so if there was another issue that was flying under the radar related to that file this should fix that problem also.
It also could just be the same problem, because if an AI happened to end it's first ever vassal contract cooldown on that day then the game would attempt to call that modifier on that day (and it would also explain the consistency of always being the same day)
There is also no AI empire, that changes their status.
The following is a complete changelog of every piece of code that was added to the 3.3 version of ESTs econ_category file.
I would recommend a couple things. First take note of all of the "upkeep" modifiers added. Second those last few images are very relevant as they create categories for overlords and specialist subjects.

As for fix methodology, I would recommend taking a look at everything that is different between your copy and the base game copy and adding in anything that you're missing.
I'll scan through and help with questions as I go.
@aleionx, the patch definitely works. At least it fixes the one problem everyone has been having with the vassal screen. Are you having a different problem? If not, did you load this mod last? (at the end of your mod order)
i dont know whether have relation with PT?did anyone have similar bug?
Hell of a job, couldn't figure out why my game crashed after I vassalized someone.
