Yes, if your vassals have Restricted Voting or Limited Diplomacy as part of their agreement they cannot vote against you. This is a feature in vanilla, not the mod.

Lower mods overwrite higher mods. Put my mod at the bottom to ensure it works.

I play with a bunch of mods, but the specific mods that change anything in the same field are:
1. Agreement Boost Diplomatic Weight
2. Expanded Xeno Diplomacy
3. Galactic Imperial Tax
4. Galactic Imperium Unification
5. Expanded Espionage and Diplomacy
6. Imperial Projects
7. Claims Decay
8. Galactic Conferences
9. Galactic Community++

They are in load order. Your mod is in top of number 1. Still doesn't work as of right now.

What mods specifically? This mod changes the galactic community timers in defines.txt, so if one of those mods changes that, it'll overwrite my mod if lower in the load order.

I'm getting a "mod is missing a descriptor file" error. I don't think its a mod issue, more of a mod download issue with the game or steam itself. I have gotten it before with other mods but forgot how to fix it
