When a game starts, the Vampire Progenitor seems to most often spawn near the Hub in the Border Zone. Once I found him inside the town, so maybe he's there?
Furthermore, you cannot change the race of characters currently in the world unless I make custom code which is impossible to do with FCS(Forgotten Construction Set, a prebuilt modding tool for the game). I might be able to make dialogue so you can talk to fallen or heavily injured characters as Morbius/A Vampire/A Ghoul so you can recruit them through dialogue tree triggers but they can't be actually converted into a Vampire/Ghoul. :(
Next update includes factions. I am also going to change the vampire and ghoul race to only eat a food item that I shall make drop from all humans killed vampire or not that will grant a big amount of nutrition.
NotoriousNix - Sorry, I'll look into that. There should be a trigger that makes others run away, attack the vampire or say something in response.
Terr - Indeed there is a plan to make a starting scenario with the goal of becoming a vampire lord. This however will require lots of changes to be made so that recruiting ghouls and vampires will become much easier during this mode. Currently, vampires and ghouls have a rare spawn rate as they are very strong, which would become difficult to balance if you started running an entire army of monsters that regen health.
SamustZurg - I made it so only vampire player characters can recruit other vampires. Vampires are perpetually hostile to humans otherwise as although they possess higher thought, they have very powerful animalistic instincts that drive them to feed and kill wildly when smelling fresh prey.
I'm working on vampire hunting faction for now as well as dialogue and don't intend on working on a system for becoming a vampire currently(and no vampire Beep, sorry).
