You don't have to enable it because it's a Content spawn, not a direct tool or addon.
Once you install it, it's already enabled by default. Spawn it in via the esc menu.
I'm not sure why the gun sounds are incorrect, an error on Diamond's part it is, either because he didn't find the right audio files or just didn't bother.
Though I personally haven't found any audio issues
1. You could add friendly and neutral Half life Combine soldiers
The neutral Combine soldiers would only attack you if you shoot them.
(Shoot near them, destroy something, etc)
The friendly Combine soldiers don't shoot you even if you shoot them.
2. Automatic doors
There are automatic doors on the Quilez security map, these doors only open for the player and not for the Combine soldiers. Because the automatic doors won't open for the Combine soldier.
So he would just try to go through the door but the Combine soldier can't go through the door.
These are all the suggestions for this mod. You don't have to add the things that I listed above if you can't add them or if you just don't want to add them.

They are all by the same author, and appear to use the same mechanics. I'm using the guns in Tess's Arsenal (collection link --> https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2588824229 ).

Also, the enemies in the DALEK AI mod by tislericsm were also not taking damage from the modded weapons. But each DALEK had two spawning options which are unbreakable (still takes damage from vanilla guns, but the model's voxels don't break apart) and breakable.
I am able to damage the breakable versions, if that's any help.
