Wouldn't know how to. I'm done with the game too, so I won't be making any updates. If you know how to do what you suggest, feel free to release your own version of the mod; you can reuse anything from mine without needing to credit me.

one way of fixing this may be just to add a separate penguin npc in the area with the mech shop mechanic so can still receive the quest for your first mech and get components with quest active

Not really; I did not have that many changes to begin with.
It was a lot more work to get it working originally; figuring out what needed to be added and where (with no prior knowledge on modding the game).
For this, once I understood the patch format, it was not that hard to switch to it; luckily.

I was aware that the patch format exists, since I saw it when looking at other mods for reference.
But it looked very confusing at a first glance, specially having no prior knowledge on how to mod the game.
I focused on getting it to work, which took a fair amount of trial and error.
When I finally achieved so, I had already completely forgotten about the patch format.
I will try looking into it.

I intended to only have it available after the last mech quest was complete, but I didn't find any example in the vanilla code nor outside of it.

ohhhhhh, ok, i did not see the and.

why not lock it behind the floran mission? I've seen people do that and by that time the mech quest has GOT to have been completed

Oh, that was a typo
* the shop cannot be accessed after the player unlocks the mech quests and until after they complete them

that second bullet is not a minor issue, that is ... well i dont know how else to describe that but nullifying
