Yes, you need. This mod only affects forests. And Luke's one only affects rainforests

@Fantasy295 Do you still need Luke's Districts in Rainforests mod, or does this mod also include what his mod does?

Yes, I do use Vegetation Variety for Civ V skin and I can't believe I never noticed such a problem.
But sorry, this is beyond my capabilities ☺️. I'm a complete beginner. This is my first mod and most of its code is from Luke ✞ Jesus Saves ✞'s Districts in Rainforests.

Thanks so much! I've been waiting for a while to get this to work on industrial zones! There's another buggy JNR mod - Vegetation Variety for Civ V Environment Skin (which you seem to be using in these screenshots actually) whose rainforest texture is broken and JNR hasn't gotten around to fixing it yet almost a full year after the update that did this came out. Would you consider looking into making a new version of that mod as well?
