Looks kinda like the Sight for Sore Eyes, but I think the eyelashes differentiate it enough to have it be a separate item.

I can't help but feel like this is the third or fourth retread of the same cosmetic. Pyro already has googly eyes, springs-eyes, and Binoculous.
