2. How do I force-trigger it
Decay like this usually comes from having too much of a good thing.
I think if Paradox would add this to vanilla it could serve as a great comeback mechanic to keep the game interesting late game and keep those ahead challenged.
It's also extremely fucking annoying that the situations keep repeating, I don't recall the Royal navy trying to mutiny against the British Empire/the UK every 7 years.
Also never saw any sort of buffs after averting situations so dunno what you meant by that.
will try to finish my playthrough but as it is now I dont think I will be using on a 2nd game....
