You need to enable the mod in the Mod Manager before launching the game.

This mod only activates during battle.

Start the game so the launcher shows up, there in the launcher you have Mod Manager.
Click there. There you have to enable the mod. There is a small toggle button next to the mod.
Then click Play Game.

Should work with all other kind of mods. Overhaul or not.
Unless Creative Assmebly changes the database tables radically.
The recharge is not insane, it's like 1 reserve per second if only one caster. (Scales with more casters because so you can cast more)
Factions that have access to strong spells will have more benefit.
If you do that they all become abilities and will all be placed to the left and fill the ability bar.
