Couple issues about balancing, is it possible for you to code the towers as NPCs and give them health that way raiders wont just ignore them? like the basic arrow tower has the least health, then it scales as the quality goes up. Feels kind of cheesy having these untargetable towers.
Also I would suggest maybe upping the cost a bit more, it feels way too cheap to just spam these around and I'm on brutal. make it like 500 arrows per tower, 50 bars, etc something that fits them being so strong to use.

The only thing I think is needed to balance this, is that the raiders and enemies should attack the towers, and try to destroy them. (If it is possible to make them think that they are settlers or some other way, I have not touched the modding tools yet, so need to see the limits myself later)
