Just make sure you've opened your mod from the file menu first.
I can't think of any other reason it would be grayed out
Click on that and you'll get the option to upload to the workshop.
Think you'll need to assign a picture though, also an option in the package manager.
If you google AOW3 modding there's a really good guide which will help you figure out how to mod heaps of stuff in the game. The best way to learn is make mods dependent on some of your favourite mods and see how they did things. The tools are pretty good, but there's also a heap of things you can't do because of tool limitations.
If you're feeling generous, upload it to steam. Note that you'll have to let people know they'll need this mod for it to function, otherwise it won't work. To get around this, you'd need to copy all of my changes above, plus the changes you want to essentially rebuild it as a new mod.

On the left hand side select entry no. 5, AoW Global Settings.
In the pane titled Main, you'll find all the entries changed by this mod. They'll be set with the same values I've set them because you loaded your new mod with dependency on my mod in the step before.
To make changes to the values, hit the Modify button at the top of the pane. Now you have access to change whatever you want.
For what you want to do you need to change the entries titled 'Domain Structure Min Distance' and 'Domain Structure Min Distance AI' to 0.
This gives you a list of all your downloaded mods. Find this mod in the list an tick it.
Then hit Launch Mod Editor down the bottom.
Once open select the File dropdown, then Open Resource Pack from the drop down menu. Navigate to AOW3 folder in your Steam Apps Common folders, open Content, open Title, open Packs, open Title.rpk.
Once open select the File dropdown, then New from the drop down menu.
Add a tile, Author name, Description if you want. Make sure the Priority in the bottom right is entered as 2, this way your mods changes will overwrite mine.
Unfortunately not. This mod does the opposite of the "No Domain Structure Minimum Distance" and actually increases them slightly for the player, while reducing the AI's limit to that of the player as well.
They're kind of contradictory mods.
In saying that, it wouldn't be hard to patch.
You make a mod dependent on this mod, open the TITLE.RPK, and change the 'Domain Structure Min Distance' and 'Domain Structure Min Distance AI' values to 0. Set the new mod priority to 2 and you're good to go.
This mod doesn't change any 'strategic AI' except for city building, and how many units are required by AI before a new city can be built. Almost all of the other changes are for Tactical combat.
Unfortunately there's no tools (at least that I could find) that allow changes to be made to the AI's strategic decision making i.e. makeup of armies, using 2 v 1 attacks, withdrawing or attacking depending on local strength.
I think the AI behaviour is hardcoded, or maybe through scripting which I have no experience in. It would take a greater modder than me to make those changes - I still have my fingers crossed, I'd love a proper AI overhaul also.

Pretty open to suggestions on it.
When I was originally playing around with it I was going to apply it to independents as well, so you had to kill them outright to claim territory. To do that needs to be linked with main game settings though which makes it a bit less compatible.
There's a bunch of settings that I've never found in the modding tools. I think they're probably hard coded.
It is pretty easy to make an Avatar Skill that applies resurgence to all troops though. That could be applied to AI only or Player as well. But it would apply to all combat.
I actually tried it before when testing but it can feel a bit OP. I'll make it a separate mod so you can have a play with it.
Need to get the AI to actually hold some reserves in their cities. They tend to assign 1-3 units.
