Nice idea, maybe 1 charge for first level unlocked at level 10 and 3 charges for 2nd level unlocked at level 15?
Adding too much levels for the skill would mean you have to use more precious skill points, and I would like to avoid that.

Nice idea! Would be awesome if you could link the 2nd and 3rd uses to level 15 and level 20, to reflect the increase in strength!
