A map is the save file while a scenario file is something like this that can be used to start a map or upload a map to the Steam Workshop. Were you able to find the file?
However, if you startbit without the mods it won't change or break anything.
I was troubleshooting and thus looked closer on all mods I have, and I saw that this one wants ADDON_MOD_PATIENTSCAFETERIA and 10INS_ANDY_MOD.
You're not mentioning them here on the workshop, so I wanted to know if this is current, or if it's something old that is lingering.
Is this hospital built to handle all insurance companies simultaneously?
In the meantime, I recommend sending any that have been waiting a long time to a different doctor's office to get them seen, one with fewer patients waiting.

I moved and expanded the ER observation area up to the second floor, expanded the ICU which took out the small garden area, expanded the Trauma area/number of rooms on the bottom floor, and moved the labs and pharmacy up to the third floor. I added another elevator to the main building with the main exam rooms. On top of that I added some subtle interior changes plus an outdoor break room for autopsy and added air traffic warning lights to the the top of all my buildings for added realism.
The elevator was a pain because it sticks up like a bell tower if you don't make a fake building facade on each level and expand on the top of the building. That took some time. Redesigning the the ER observation area also took some brain power to fit 15 beds and make it look presentable. I probably spent a good half week renovating an already great design.
The tool that lets you copy room layouts was a lifesaver in some instances.
