The file path should be as follows:

In this section, you're looking for Headsets.xml to edit. You can use something like notepad (or in my case, notepad++) to edit the tags of each item. You'll change tags="smallitem" to tags="smallitem,mobileradio" with the quotations included. Bam. These headsets now work as radio headsets. :>
right now, heath scanner seem fine on functionality.
however, Thermal versions seem to make you unable see the HUD that show character name, grab, heal option on nearby characters, no name of pet or creatures as well.
this mod is not the only one having this problem.
