Probably, just reroute the monitor video feed to it instead of the arcade's video feed.
But keep in mind, you'll need to keep every microcontroller, and the seat from the arcade for it to work at all. Also, dont forget to hook up monitor composite to the arcade's controller.
It should also work on smaller screens, but text may fuck up a bit, however, the 3D will still work.
