I tested this and its not always, but rather after a player has hit it first it seems. Good catch though, I fixed it in the new patch just now haha.

I said almost, haha. He still has 3 rune slots open, but every other rune has been added, with most of them being unique and having interesting effects.
No problem! We learnt about it through an Srb2kart mod initially, and ever since then it was just the most fitting (and funniest) Mr Monopoly voice to me and my friends, haha. So we made sure to not only use the voice, but a lot of different voice clips from it!

Yeah sorry about that, rune support is a bit inconsistent, lol. I'm sure there's a ton of funny stuff Mr Monopoly could have for his runes; he just somehow hasn't gotten any yet.
In fact, some other characters like Dan Backslide also didn't have many runes until a few days ago (I've added runes to some characters recently), and many of the newer characters don't have many. So the roster in general has a lot of untapped potential for runes still, honestly.
So yeah we'll see, some runes for Mr Monopoly would be very fun at least as I can see a lot of interesting runes with him!

Yeah he does spend a resource to do it. He just doesn't spend that much on most moves (for good reason), and generally he has money if played right, so adjusting money hitboxes a little could still be an idea. I probably won't get around to patching him til later this month or early next month, but we'll see.

Ah then it's basically what I thought you meant, lol. The money is fairly active on those moves to help counteract the fact he spends money by using them, but I can consider reducing the active frames a little when I get around to patching him again.

What do you mean about money lasting forever and sniping you? Like, active frames on stuff like UAir money? If you can specify a bit more then I can consider making some tweaks at some point.
