In the soviet union you've made a large mistake with the civs, as prior to the 50s the soviet union used practically all of it's civilian factories for the state, not the people. Almost all factories were given to the 5 year plans of the union. As such the USSR needs to be heavily changed in regards to this other than a 1950 approach

This mod is busted for USSR. Trying to play as Soviet Union and I have no civs available at all due to stupidly high civ usage from this mod. I suggest you to rebalanced communist ones.
