The default one also has it defined in the code. They don't do anything.

No, don't upload it, please. It's too small a change and it doesn't look like an apartment building at all :P Way too big windows, way too tall floors, no balconies, etc.

Yes, replace 50 with the number of inhabitants you want.

with

$TYPE_LIVING


$QUALITY_OF_LIVING 0.9

(whatever values you find reasonable). You can also change NAME_STR.
