Also, why did you list down attack as finished and not list dash attack as finished? clearly down attack isnt, and dash attack is!
I'd recommend making the hitboxes a little smaller for a lot of moves, or moving where they hit. One of the most notable ones in my option is Nair, which hits in a large circle above it, with only the top half of the tank being in the circle.
Another recommendation I have is to turn down the damage of Forward smash. 20% in a single bullet is large, especially for uncharged.
my final recommendation is to possibly add some sort of meter/cooldown to how fast you can fire bullets for Nspecial, since its very easy to spam it and keep opponents far away with no punishment. Maybe a meter of how many bullets you have with a max of 10 that increases by 1 every 3-5 seconds.
