So it is by design. It's the same in vanilla. There are two mechanics in Bretonnia that essentially replace the Supply Lines mechanic.
But I don't understand why WoC doesn't have Supply Lines...
sigh I really have to learn how to mod.
trust me, spamming armies or units is always the meta, in MP, in campaign, more is better, but with the supply lines that ends, and people can no longer play optimally by spamming blue horrors as tzeentch for example
But could still field 2 armies + 1 lord without any units
Yeah im sorry for sharing that but thats litterally what the basegame AI is hardcoded to do and it makes me insane.
but yes the AI will be punished for spamming armies, and so will the player, with every army above 1 all units get an increase in the supply line upkeep penalty:
Armies: 1/2/3/4
Upkeep increase: 0/15/30/45/60%
