This mod does not change the peasant economy in any way, so it is probably another mod.
balance wise the brigands on foot probably need stalk. Vanguard deployment on its own is a liability

A suggestion,may be give the "boost income" passive to the faceless, so he could boost and reduce factions income depend on where he sit (stimulating economy when he fight injustice in his own faction and blocking roads when he's on enemy territory).
Sometimes steam can fail to download/update mods correctly. You can try unsubbing from the mod, then opening the launcher to make sure the mod is removed, and then resubscribe to re-download the mod. If that doesn't work try manually deleting the mod folder and re-subbing.
Game boots and loads up campaign just fine, however the game will crash and die mid-campaign as late as 50 turns into the game, once the AI tries to recruit Brigands.
Easy steps to reproduce the crash:
-In the main menu enter the Skirmish vs. AI Screen.
-You may crash immediately as the menu Defaults to a random Bretonnian army which may try to include Brigands.
-If you did not crash, either manuall try to add Brigands or click on Auto-Generate army (for Bretonnia) until you will crash.
The patch 2.1 shuffled some names and such data around so you may have to reimplement the unit info correctly.
