Yes, Unlike rockets, all non-wired guided missiles(including Hellfire) are cannot be used without enemy crews in the vehicle.
remember : Only vehicles with 'enemy crews'

Do the Hellfire missiles only target crewed vehicles? Because I tested them in Vehicle Testing and they weren't doing anything
