Alright, I'll try it once I get around to building a base again.

This might possibly be due to upgrading a steel refinery to an ore processor, For ore processors in the slave camps it does only seem to require ore. Maybe you could try building an ore processor from scratch?

For me it still required iron plates in addition to ore to craft steel bars, I think it might be a mod conflict but it still sort of works out since it is still material efficient due to lower plate cost.
