Are you loading the special maps, or the retail Half-Life 2 ones?
You have to load the special maps as designated in the description. This addon does not modify the vanilla map files.
As well, make sure you do not have NPC AI disabled, nor that you have any other addon that disrupts AI thinking.

Yeah I have inserted nothing that messes with the FOV at all, so that's all on you to figure out. Not even the death overlay should mess with the FOV.

Also this isn't really designed with multiplayer in mind either, so.

Normally in the trainstation maps, you're not meant to have the HEV Suit yet. However, that shouldn't affect anything, and other than that, I have no answers for you. Probably a clientside issue, on your end.

Why does it force it to be zoomed like I'm using the suit zoom

It even completely disables suit zoom

If it can, I'm not the person who can tell you.
But if it were, I'd guess the coding required to make it work right would be on full-on mod levels, and not the mini-"mods" the Gmod workshop typically consists of
