True, the democratic nations would've been overpowered. I would love an fascist and non-align AI puppet/supervised other nations instead of straight up annex them.

yeah it makes no sense, but it was probably to nerf democratic nations in general. I'm not sure if the AI uses puppets now and if it doesn't, after the new peace conference system releases i will try to make the AI use it and i was thinking of allowing fascist and non-aligned nations to do supervised states and change goverments aswell
