Bruh, spawn tables dont require any file reuploads. Its simply a text file with IDs, spawn weights and other information. Its not exclusivity, its the mod purpose, and no, I dont want to go out of my way and add spawn tables to a mod that isn't meant to have them every time, considering I've already got like 6 WW2 mods I have to actively manage (with WW2 Uniform mod for example going over 800 items already at this point), add new stuff to, and constantly making these spawn tables, crafts and updating them with each addition is a big waste of time for something most people wont even need, because they use the mod in intended setting. If you're trying to use something not the way it was intended, hows that fault of this something's creator??? If you want it so much, care to read a 1-paragraph long steam guide on spawn tables and make one yourself, but its none of my concern, I've got more important stuff to work on.

Either you get it from a kit as your standard soldier equipment, or from quartermaster/cook NPC, get from airdrop or whatever else way. If you want it to spawn naturally nobody stops you from learning to make spawn tables make them yourself.
