What does the missing pbo error say?
Make sure to also load CommunityFramework, since TacticalFlava requires it, even it it doesn't not say so on the workbench page
It might be that TacticalFlava got updated; I'll give it a look as soon as possible
The config.cpp file is a file that needs to be "compiled" when building the mod; the compoiled config.cpp is the one you find inside the mod you download.
If you want to make some adjustment to the config.cpp, you need to make your own mod, make your config.cpp and build the mod :)

P.S.
If you decompile the config.bin found in the mod, you may find that is slightly older compared to the one on github, since I'm currently making changes for the upcoming update :)
