Not saying it's bad, it's awesome... Just probably wont get added.
I agree the BLU team version has not enough colour contrast; but I believe the blue shoulder parts merely need some tweaking to make the blue colour a bit more saturated (within the bounds of the TF2 colour palette), less drab: a nice powdery Cerulean blue would look amazing.
Is it possible to have a team-coloured item have its default colours from different paint sets? Like red from Value of Teamwork but the blue from Team Spirit?
(I could've sworn I've seen items like that, when you painted them one team colour basically was identical but the other had a slightly different shade of red or blue, respectively.)

No kidding. it makes me thinkg of Mr.X's Coat somehow when i look at it.
Sadly, I think that making the team-colored parts brighter would not fit well with the theme of the cosmetic.
I really have no idea for a solution, if that is truly a problem. Just my thoughts.
