something with the leaders costing energys makes the AI not hire them at all, I tested editing my game files and making them cost energy there and it caused the same problems this mod causes

same thing happens to me, the AI still has the same bug from 3.10

@DFW Kerser yes sorry i didn't update for 3.11 yet because i play stellaris mostly on console actually so i forgot :)
i just update this mod so normally it's fixed

Yeh, DO NOT USE THIS MOD IN 3.11. Completely broke the AI in my game, it wouldnt use construction ships to do anything after just a few decades.

Nice to see someone else doing this idea for 3.8. Never understood the idea of paying people in unity, when there's perfectly good energy credits to pay them with.
