Because all prison servers are having a bad time with the Lego map (specifically the pre V6 one) because the owner took it down on steam. Now we cant play it on jail break servers. If you can somehow get the Pre V6 version of Lego WE WILL PRAISE YOU!

Yes, this map was mainly made from CS:S textures. Without them, almost everything will be missing.

CSS is the main thing needed for textures so if you dont have CSS you will see errors, some items may need TF2 but you can survive without it.

so if i just use it in sandbox and i only have tf2 not css ill be fine? no missing textures or error messages?

Not really, but if you're using it on a server you will need CSS and maybe TF2 or everyone can walk through props.
