Wait a minute.... that reminds me of East Frisia in EU4!
In the alternate universe this ship is from, Frisia stretches across about the top 2/3 of the Netherlands and over Northwestern Germany as described before. There's a map somewhere in the discord server if you're curious. The AU Frisia also retains various overseas colonies.
then you can use the arrows to move it into the spot where you want it to spawn, and then just click the button at the top to swap back to 'mission overview', and press 'test location'. the vehicle should spawn wherever you placed it.
just point it in the correct bearing, and then turn your W trim up (hold Alt and W until it reaches 1.00), and just let it sail towards your destination
Though, if this is the same as the one I have installed, then the workbench is still too small for it
alternatively, you can use the mission editor to spawn it - simply create a mission/environment mod, select a location/tile/island where you want to load the vehicle in, and then add it by selecting its file in the load screen.
then all you have to do is test the mission and you should be able to spawn it in
