The Merge Factory/Dockyard function seems to be broken whenever i use it my factory/dockyard count goes down.

Decision which would normally take away your DCP are adding it now
For example if you want to build a civilian factory you no longer lose 2 DCP but gain 2 DCP
Also options to disble AI from for example developing resources don't seem to work

@hackney Like pp and mp, dcp is just a shorthand.It has no specific meaning, but its main purpose is to limit the use of various functions of this mod
