I'm not a lua expert but why declare it this way at all, and not use the table.insert method to add it to the existing definitions created by IS? My idea is that with this example, the big hiking bags that spawn will only ever contain 5 cigars?
They should require 30 minutes of in-game time.
Are the stats of the cigars affected by the smoker trait (if yes how)?

"How to manually change spawn rates"
The Kentucky Roleplay (KYRP) server will be including your mod on our next iteration. Our team would like to add your mod to a mod pack. We may consider adding to it if you approve. We will credit you as the creator of the original mod. Our mod pack would not be public on the workshop.

is that the distribution error in question (second half) or is it something else? i've noticed in my logs that starting from a DylansSensibleZombieLoot file in Vault-Tec, KY map; about 10~ mods (including SDelight) follow up with this kind of distribution stack trace before moving on (no 'visible' problems in game though am playing OK)
But I wrote a little guide in mods description how you can manually change it. Hope it will help.
This would include you extending your creative license to us, allowing our mod team to add/edit/use your mod to suit our server. As such we would not publish our edits to the workshop. We will include credit to you as the original creator of the mod, of course.
