I gotta add though, ABSOLUTE GAME CHANGING EXPERIENCE.
I genuinely believe this kind of change would work well as an alternate game-mode for the base game (with more fleshing out obv).
Makes early game a lot more interesting, makes getting Tier 5 buildings to access better and/or modded units more tangible, and forces the AI to build taller sooner, and get steamrolled less often.
AI feels "harder", more intelligent, in general a lot more fun to play against suddenly. This will always have a home in my modded campaigns moving forward. I will never NOT glaze this enough.

I say "update" because usually there isn't any change required, and it's simply the launcher giving a visual indicator that this was created on an old version.

because some faction rolls over me from the start with their big unit but I play tk not easy

I'm surprised anything worked at all if you all had different orders lol. Thanks for the update, very interesting.
Have you tried a new campaign with just this mod? Try that just to test and see if the first few turns work. If you get an error/desync please report exactly when and how it happens.
It sounds like you had an existing save with multiple mods ("changing mods in play")? Adding or removing mods from an existing save is a very risky move, likely to cause more problems then fix.
My best suggestion when running a multiplayer campaign is to MAKE COPIES OF ALL THE MODS YOU START THE CAMPAIGN WITH. That way if any of the mods update while you are playing, you and your friends can just use your backup copies.
Are you running any other mods? If you start as lets say Karl Franz does Altdorf start at T4?
I can't start directly as her because I don't have the DLC, but I looked at her on turn 1 and it seems to be working.
Just checked and it seems to be working on the new patch. Note that only PROVINCE CAPITALS will start at tier 4. All minor settlements will remain. If your faction starts in a minor settlement then you won't be upgraded to tier 4. For example As Karl Franz, Altdorf starts at T4 because it is the capital of it's province. However, Grombindal, starts with a minor settlement that is only T2.
