It is also used in Rise of Nations and that is fine, but please note that this mod is not compatible with the current Hoi4 var 1.15, so some features are not available and there is also the problem of duplication with the vanilla nuke system.

On the Select Country screen before the game starts, click on Custom Game Rules in the lower right corner, and change to your favorite option from the Strategic Nuclear Missile AI in GAMEPLAY RULES.
All out attack conditions are set from the game rules as written in the tooltip.
A nuclear missile attack affects State but not Country, so Country variables such as Stability, War Support, and Surrender Limit are not changed.
The exception to this is that Manpower and Factories are applied to the sum of each State's values, so if a nuclear missile attack limits State's Manpower and Factories, it will also affect Country's Manpower and Factories.
