many addons broke if you disable them when the game is running ( especially for custom maps and scripts ) since some parts of the game can only be modified when you launch the game, disabling them mid game would result in the addon partly functioning
if it really bothers you may want to make this "the vanilla decals" by gameinfo.txt method
go to Left 4 Dead 2 / left4dead2 / addons / workshop /
rename 1743795252.vpk to pak01_dir.vpk
put pak01_dir.vpk to Left 4 Dead 2 / hl2
open Left 4 Dead 2 / left4dead2 / gameinfo.txt
change

this would allow you to use this even in addon disabled servers but some servers may kick you for the gameinfo.txt inconsistent since most people use this method to cheat in versus

that does fix it, just wish l4d2 didnt bug out the decals whenever you end up joining an official game, because in my experience going back to addon supported servers itll still have bugged decals, no big deal though it still looks better than the vanilla decals imo

restarting your game would probably fix that
