Lorewise, Flagellants aren't even directly connected to the Church of Sigmar. They're people who've lost all hope for the survival of the world and are seeking to die in defense of their Gods to be granted salvation.
Obviously for the sake of gameplay, they're recruited from religious buildings, but for a Levy system, I think relating them to portents of doom would be very lore-friendly.

Starting off with a freshly made settlement, I could see:
1 FC Militia - 20% replenishment
2 Archers - 25% replenishment
2 Flagellants - 20% replenishment
Maxed
5 FC Militia - 40% replenishment
6 Archers - 45% replenishment
4 Flagellants - 35% replenishment
The mod could also either alter the starting health of levied units to half or increase recruitment cost by 50% for each to compensate for the convenience. Haven't played the Vampires yet, so don't know how high the number of units they can recruit can get from Raise Dead.

I guess those units can be recruited instantly (like a emergency force)?
perhaps happiness could be tied to the amount recruitable?? just and idea

I would gues low public order means religious fanatics running around... but maybe more like... more flagellants the more corruption? Because THATS whats drives them crazy and to action? Not realy the state of the Empire...
i think BRT battle pilgrims also fit this system.
Second, while in the lore it makes sense for Free company and Flagellants to join armies, rather than just be recruited like regular soldiers. Would Archers also count as a possible addition since they also join armies when called upon?
Third, was wondering if you have any thoughts for future mods/updates for other factions to have a levy system as well. Seems like something Bretonnia would also do in emergencies and form up mobs and anyone who knows how to use a bow for archers.
Something like a second garrison force that doesn't interfere with max number the garrison has.
