Instead of making this a core belief, how about just making it into a generic ritual that is locked behind a specific tenant or precept?

I love this mod for same gender colonies but would it be possible to have a version that doesn't require the ritual everytime and just makes pawns of same gender able to have children via loving?

It works for me, however, I have issues with one of the parents not being assigned. Maybe a incompatability with the hermaphrodite gene mod.
