Vampire Coast can only be played in Immortal Empires so yes. ^^
It can be activated/deactivated whenever you want.

At last my vampire pirate can PEACEFULLY establish coves with my allies without waiting 15 turns between coves.

My Allies still don't like it but that's part of the fun.

Great mod! Any chance we could get a version with like 4 turn cooldown? I know it's a stupid little difference but I always liked the idea of them having to hang around to work on the cove for a while. 15 turns has always been ridiculous though.
