One comment: Is that with the free workforce such a good idea? Imagine all your workforce is occupied in farms and plantations and you have a lvl 1 factory. That will never be upgraded and will not compete for workers. With these settings industrialization would never have happened since everyone was working elsewhere. The pops will move to where they get the highest wages, but if these free positions are never created since they already have a job with a lower wage there will be no development.
