Also, one of the combine smart barriers breaks when this addon is installed, specifically it becomes ridicuously small and it breaks on every map its in, its because at some point you or one of the devs of the older maps put in a smart barrier that is smaller and it overrides the original because it has the same name. If you could fix this by renaming or removing or (if it being small was in error) resize it that would be perfect! Thank you!

By horizon view, I assume you mean the skybox area with the well on the street connecting to the spawn subway. This map is intended for roleplay, and I would argue that sacrificing that area for a brand-new street with alleyways to roleplay in makes it worth it.
As for the propaganda posters - as mentioned earlier, this map is intended for roleplay. Primarily Half-Life 2 Roleplay. In Half-Life 2 lore, citizens are regularly relocated from city to city. For this reason, it is only natural that Japan would no longer be primarily inhabited by Japanese, let alone Asian people. Thus, many of the posters (a vast majority of which were from the original map itself, mind you) now feature primarily English writing. Despite this, however, this edit brings several new non-propaganda posters that are in Japanese, which are scattered around the map as a sort of 'pre-war relic'.

- There is only English text on the new propanda posters... in a map that's supposed to be set in Japan. A place where people obviously primarily speak Japanese. Really makes me immersed.
