I think they're trying to move the baby somewhere where they won't die from heat exhaustion/hypothermia. If there's no alternative crib, they drop the baby on the ground in another room... This then sometimes makes "rescue" an option for the baby, which gets prioritised, so they pick it up but then there's no safe crib so they drop it again and it can get stuck in an endless loop unless you move the crib somewhere safe.
