Can you just put a small update so it would show up as original english text when having other language? As I know it is rather easy

The only test you could do to verify that is:
launch a new game;
open the console;
write "communications";
wait 2 years of game;
pass a resolution in the galactic community.
If it keeps crashing it could probably be the mod's fault, if not it's because this update is not "save compatible". Maybe because I changed the position of two resolutions, and this creates problems for Stellaris.
Why does the AI like this resolution (depends from game to game)?
Because the AI tends to prefer this resolution when it is close to particularly expansionist empires to curb their expansion. Empires that have "civic_(hive/machine_)memorialist" will definitely vote for it, while (for example) xenophobic empires will vote against.
I'm working on adding the ability for the AI to be against this resolution when it's near empires that don't participate in the galactic community. The AI should vote against if other empires won't play by the same rules, so that those other empires don't just gobble up all the territory next to them.
I'm running 3 mods -- this one, Legendary Worlds, and More Primitives. Everything seemed fine for a while. I was playing a democracy with a Toxoid race. I had and successfully fulfilled about 5 mandates in a row. Then I had an election, and there was no new mandate. And then I had another election, and again, there was no new mandate. As I said, I don't know for sure where the error is (I'm not even sure if this was an error or a feature that I missed or misunderstood).
If anyone has any insight on this issue, please let me know.
I am currently playing Stellaris with this mod (NGS), Expanded Espionage and Galactic Imperium Expanded to find any kind of bugs due to these three mods working together. There are other bugs as well but they probably depend on the interaction between GIU and EED that I can only fix with the patch (which doesn't work at the moment and I don't know why).
As for the "GC Hover Icon Crash", it's not a bug that "breaks" the game (it's avoidable once you understand how it works), so I prefer not to fix it now and look for more bugs and post a full fix afterwards.
I will include this known error in the description of the Patch NGS - EED, thanks for your suggestion.
