While I'm at it I'll update the localization files so that anyone who changes the base trait loc files won't have issues with this mod

Looks good! I don't actually have a mod that changes Eastern Europe traits to test it, but now it should be compatible with any mod that does.

Name doesn't matter. Since you're not changing the trait names, localization stays the same.

I have a suggestion. You can make a new file in state_traits which adds your two new traits, instead of including the whole file for Eastern European traits.
That would make your mod compatible with mods that edit any of those existing traits.

I also want to mention that I added your traits to the states in my mod, so now the mods are compatible (if not using your mod, then the game will just ignore the traits since they don't exist in my mod).

Good Mod - and yes, St. Petersburg definitely freezes, but is still the far preferred port when it is ice free because it's so much closer (and therefore cheaper) to transport goods to major interior locations. And Honestly, there should be a transportation network malus for Murmansk, because the Kola Peninsula/Russian Taiga is a seriously tough environment to build/maintain road and rail networks, which is why Murmansk isn't as heavily relied on as it might've been if the terrain had been more forgiving.

Alright, based on this Svealand and Latvia should also be chilly, while Ostrobinthia should be made arctic. I'll leave the rest of the Baltic as-is.

Every source I've looked at for Saint Petersburg mentions that it freezes in winter and that Murmansk usually takes over during those months. You might be thinking of Sevastapol, which very much is ice-free. Now, for the rest of the Baltics I didn't look into anything at all and may well be wrong, so I'll do some research on Estonia's ports later tonight.

One criticism I have is that the baltics are considered "chilly". I don't know why this is the case. St. Petersburg was critically important for russia specifically because it was one of their few warm water ports.
