As far as I know it is very bad practice to copy all contents of the base files into your mod because then your mod collides will all other mods changing the defines.

You should only have the 2 changed lines in your 00_defines.txt (with the category and the proper brackets around them)

very roughly,
right now the game takes every 10 people of different culture and simulates their jobs income and categorization. this leads to many categories of tiny population that eventually slows down the game. by increasing the minimum number, it reduces the amount of subcategories made.
