Report a translation problem
The mod reverts changes made in the latest update that removed the Smithy building for the Empire as well as in the Imperial Armoury mod itself, it's no longer the Forge chain that produces steel, but the restored Smithy chain. It's more expensive, but it also gives more steel and additional boni on top.
I tested it and it works but the above was just tried and tested order from before if any problems occur.
Technically speaking it's not important because all changes in the submod pertain to and overwrite only the Imperial Armoury files, so it should only be higher than it.

By the way, I changed tier 3 iron resource building output to 8, and the Nuln chain now gives a little more steel.
I am unhappy to say that having run exactly Empcon, Empcon Submod and Imperial Armoury, I was unable to replicate the problem. No CTD on either launch or start of the campaign. Despite that, I have removed redundant lines of code in the mod that I believe are the source of the problem. There should be no more CTD, I implore you to try it out.

Try to run only that with no other mods to check if it's a compatibility problem or not
The correct load order changed since the recent update, now it has to be below Empcon but above Imperial Armory. Is your load order like that?
I was playing with the submod earlier. I know of the CTD problem, it can be caused by various things, but the likeliest is probably the load order. Can you check your load order with the specified instructions in the mod description here?
Blacksmith now gives 3
Armory gives 5
Weapon Manufactories gives 7
Empcon
Empcon Submod
Imperial Armoury
In your load order, is Empcon above or below Imperial Armory? It should be above.
It will be updated some time (probably a day) after Empcon gets updated.
No worries, I'm glad the issue was resolved. I'll update the mark later, but what with the mod being in good condition, enjoy your game.

I'll get on to updating the marker. Are there any bugs or issues that break the game? If not, the mod should still be usable.
Should still work, does it say it is outdated? I don't get notified about these things.
Radious mod is a a total conversion that to my knowledge adds a lot of different buildings. I think that's probably why
Well, we know that the answer is a compatibility problem. I can't imagine what mod would cause an override for this, honestly.
No, that can't be. I tried to load it without Brecon and it worked. Also, Brecon is completely independent from Empcon and Empcon from Brecon.

If it still doesn't work, try unsubscribing and subscribing to empcon and empcon: imperial armoury again. Empcon has gotten a big update today, so might have something to do with it.

The working order for me is:
Imperial Armory -> Empcon -> Empcon: Imperial Armory submod
I put all other Imperial Armory submods for units (Grand Order of the Reiksguard, Human Mercenaries) above Imperial Armory.
