3000 Gold to create a Deathwatch armor is quite expensive.
I think the creator forgot about the small volume ( x10 ) Item Modifier that Rimworld uses.
Hi:) If you're still interested, I made texture masks for Inquisitor Power Armor (I assume this is the armor for which you wanted proper painting possibility).
For the masks to work you have to add these textures [drive.google.com] to the folder: 2887115091\Textures\Things\Armor\IQ
And also in the file 2887115091\Defs\ThingDefs\Apparel_Inquisition.xml after line 1211
<wornGraphicPath>Things/Armor/IQ/IQPowerArmor</wornGraphicPath> you need to add
<useWornGraphicMask>true</useWornGraphicMask>
