Michael 'CornetTheory' Hillard, best known for voicing the Scientists (and Dr. Kleiner) in Black Mesa, Black Mesa: Hazard Course, Black Mesa Blue Shift & other Black Mesa mods.
He's credited in the Map Stamp, Team Fortress 2 Wiki article & in-game loading screen for this map.

When do you play Koth maps like Nucleus, do you Cap the point or just go to kill and have the Point as secundary thing? i think a lot of people will agree on the second thing
for things like that, we need more Player Destruction maps like this
The Announcer distinctly sounds like Michael 'CornetTheory' Hillard, voice actor for the Scientists of Black Mesa, Black Mesa: Hazard Course, Black Mesa Blue Shift & other Black Mesa mods, so in that regard, it might well be more than a reference.
I'm a huge sucker for Player Destruction and Monster Bash is one of my favourite Scream Fortress maps. I hope this map gets added some day in the future. Selbyen getting added last summer gave me hope on Valve giving PD some attention.
