While they don't target crews, they can still hit crews if an unfortunate one happens to cross a projectile.

I like having my PDC's kill crew!

in fact no, The patch 0.20.27 correct a bug on that, but the weapons can still target crew as it's a feature in the weapons rules files. Try it in creative mode, weapon in "fire at will" mode still kill crew :)
This mode remove that from the rules files.

It got patched out yesterday to no-longer target crew when the vessel is destroyed, and it would still target the ship over crew.

By default in the game, some weapons have the ability to target floating crew and try to kill them.
